Dear Nova SBE Community,
The measures introduced recently have slowed down the number of new cases in Portugal, although the pressure on the national health system remains extremely high. Below you will find information about recent changes in the government rules and the implications for Campus life. To begin, however, I would like to announce that we will be providing the opportunity for rapid antigen testing on Campus before you depart on holidays within the next two weeks, as promised, in a partnership with Roche pharmaceuticals. The total price for this test will be 22€. More information, notably the days in which testing will take place on-campus, will follow later this week from Life at Nova. I would also like to remind you that PCR tests remain available at Nova Medical School for 50€. In view of the situation in Portugal, the Government has renewed the state of emergency until December 23, envisaging a further extension until January 7. In practical terms, the measures will remain the same in most of the country, as we describe below. The good news is that, due to the improvement of the situation in the Cascais municipality, the measures on Campus will be eased, as we state below. You can read the complete measures in Portuguese here and the full list of municipalities by risk level here.
1) Mandatory Curfew - On weekdays between 11.00 pm and 5.00 am continues in all municipalities with high risk of contagion, including Lisbon and Cascais;
- On Saturdays and Sundays between 1.00 pm and 5.00 am for municipalities with higher risk, which includes Lisbon. Cascais is no longer under this restriction.
2) Circulation prohibited across municipalities only between 00.00 am on December 31 and 05.00 am on January 4. 3) There are also some special measures for Christmas and New Year, which you can read at the bottom of this email.
These changes, particularly the lower risk level in Cascais will bring about some adjustments to our Campus life:
a) Campus opening hours on Saturdays will go back to 7.30 am-10.30 pm b) The Teresa e Alexandre Soares dos Santos Library Library will be open on Saturday, with extended opening hours (due to exam season) from 9.00 am to 8.00 pm c) Individual transit permits will be issued for exams on Saturdays, for those who reside in municipalities with very high or extremely high risk.
As we get to the end of the semester, exhausted, I am sure, after a grueling workload and the added anxiety that the pandemic has brought, a hope seems to be shining brighter, with vaccines arriving soon and the situation in Portugal stabilized. Remarkably, we have been able to keep our Campus open for the entire semester, and I would like to thank each of you for the extraordinary contribution for this. Although the end is near, we are not there yet, so remain vigilant and careful as you head back home for the holidays. But before that, I wish the best for the exams. Special measures for Christmas and New Year: - Mandatory curfew between 11.00 pm and 5.00 am in the high risk municipalities is not applicable to people traveling on the night of December 23;
- It is possible to circulate until 2.00 am on the nights of December 24, 25 and 31
- It is possible to circulate until 11.00 pm on December 26 and January 1
- Restaurants can be open until 1.00 am on the nights of December 24 and 25
- On Saturday, December 26, restaurants can be open until 3.30 pm in the municipalities with extremely high or very risk of contagion.

Cara comunidade da Nova SBE,
As medidas recentemente introduzidas levaram a um abrandamento do número de novos casos em Portugal, embora a pressão sobre o sistema de saúde nacional se mantenha extremamente elevada. Em baixo poderá ver mais informações sobre as alterações recentes nas medidas do governo e as implicações na vida do campus.
No entanto, gostaria de informar que vamos dar a oportunidade de poderem fazer testes antigénio no campus antes de partirem para férias nas próximas duas semanas, conforme prometido, com uma parceria com a Roche farmacêutica. O preço deste teste será 22€. Mais informações sobre os dias em que os testes serão realizados no campus, serão comunicadas no final desta semana no Life at Nova. Relembro também que, os testes de diagnóstico PCR estão disponíveis por 50€ na Nova Medical School.
Face à situação em Portugal, o Governo renovou o Estado de Emergência até ao próximo dia 23 de dezembro, prevendo-se uma nova prorrogação até 7 de janeiro. Em termos práticos, as medidas irão permanecer as mesmas na maior parte do país, como podemos ver abaixo. A boa notícia é que, devido à melhoria da situação no concelho de Cascais, as medidas no campus irão ser mais flexíveis como referimos mais à frente. Poderá consultar as medidas completas aqui e a lista completa de municípios por nível de risco aqui.
1) Recolher obrigatório: - Durante a semana, entre as 23h00 e as 05h00, continua o recolher obrigatório em todos os concelhos com elevado risco de contágio, incluindo Lisboa e Cascais;
- Aos sábados e domingos, entre as 13h00 e as 05h00 para os concelhos de maior risco, que inclui Lisboa. Cascais já não está sujeita a esta restrição.
2) A circulação é proibida entre concelhos apenas entre as 00h00 de 31 de dezembro e as 05h00 de 4 de janeiro. 3) Existem também algumas medidas especiais para o Natal e Ano Novo, que podem ser consultadas no final do email.
Estas alterações, em particular o nível de risco mais baixo em Cascais, vão trazer algumas implicações à nossa vida no campus:
a) O horário de funcionamento do campus, aos sábados, será das 07h30 às 22h30; b) A biblioteca Teresa e Alexandre Soares dos Santos funcionará aos sábados, com um horário alargado (na época de exames) entre as 09h00 e as 20h00; c) As autorizações de trânsito serão emitidas para exames aos sábados, para aqueles que residam em concelhos de alto risco ou extremamente alto risco.
Ao chegarmos ao final do semestre, tenho a certeza que exaustos, e depois de um volume de trabalho muito grande e da ansiedade acrescida que a pandemia trouxe, uma esperança parece estar mais perto, com as vacinas a chegar em breve e a situação em Portugal a estabilizar. É notável termos conseguido manter o nosso campus aberto durante todo o semestre e gostaria de vos agradecer pela extraordinária contribuição para tornar isto possível. Embora o fim esteja próximo, ainda não chegamos lá, porisso, permaneça vigilante e cuidadoso ao voltar para casa nas férias. Mas antes disso, desejo o melhor e muita sorte para os exames.
Medidas especiais para o Natal e Ano Novo: - O recolher obrigatório entre as 23h00 e 05h00 nos concelhos de alto risco não é aplicável a pessoas que viajam na noite de 23 de dezembro;
- É possível circular até às 02h00 nas noites de 24, 25 e 31 de dezembro;
- É possível circular até às 23h00 nos dias 26 de dezembro e 1 de janeiro;
- Os restaurantes podem estar abertos até à 01h00 nas noites de 24 e 25 de dezembro;
- No sábado, dia 26 de dezembro, os restaurantes funcionam até às 15h30 nos concelhos com risco extremamente alto ou muito alto.
